The volume you pick is applied to the whole file, not to one passage. A quiet MP3 gets louder from the first second to the last. MP3 is only the most common case. AAC, AIFF, FLAC, M4A, OGG, Opus, WAV, and WMA files go through the same app, and you can add several at once.
A volume booster multiplies the waveform. Every sample is scaled by the same factor, so a track that already peaks near the maximum has nowhere left to go. The peaks get flattened against the ceiling, and that is heard as crackle or a harsh edge on drums and consonants. The effect is called clipping, and it cannot be removed afterwards.
Quiet material has plenty of headroom and takes a large boost cleanly. Speech recorded across a room is usually fine at 250% or 300%. A commercial music track is mastered close to the ceiling already, so 125% or 150% is the safer first step.
Work upwards, not downwards. Boost once, then listen to the loudest passage. If the file still sounds quiet, run the original again at a higher percentage. Do not boost the boosted copy.
The volume booster applies one multiplier that you choose. Every part of the track changes by the same factor, and the balance between loud and quiet passages stays exactly as it was. That is what you want when a single file is simply too quiet.
Normalization measures the file first and then moves it to a target loudness. Use it when several recordings have to match each other. It also helps when an interview jumps between a loud and a quiet speaker. The same goes for a podcast that has to hit a broadcast level such as -23 LUFS.
