What is an OGG file?
Ogg is an open container format from the Xiph.Org Foundation. A file with the .ogg extension almost always holds Vorbis audio, and newer files may hold Opus. Both are lossy codecs, like MP3, but they are free of patents and licence fees.
That is why OGG turns up wherever licensing matters. Game engines such as Unity and Godot load it directly, and Linux desktops use it for system sounds. Wikipedia publishes audio samples in it. Firefox, Chrome, and Edge play it in a page without a plugin.
The MIME type is audio/ogg. If you see a .oga or .opus file, it is the same container with different contents, and this converter reads all of them.
OGG is the container. The codec inside, usually Vorbis and sometimes Opus, decides how the sound is compressed.
OGG or MP3: which one should you pick?
At the same bitrate, Vorbis usually stays closer to the original recording than MP3 does. The gap is widest at low bitrates. Around 96 kbps an OGG file still holds detail that MP3 smears. That is why games and streaming services adopted it.

Audio quality sets the bitrate of the Vorbis stream. Between 128 and 192 kbps sounds transparent to most listeners on most music. Speech and podcasts stay clear at 96 kbps, which roughly halves the file size.
Variable bitrate (VBR) spends more data on busy passages and less on quiet ones, so the file gets smaller at the same perceived quality. Sample frequency belongs at 44100 Hz for music, while 22050 Hz is enough for a voice recording.
Channels turns a stereo track into mono, which halves the data for spoken word. Normalize evens out the volume across a batch of files. Leave everything on automatic and the converter copies sensible values from the source file.
